כיבוש (במונחים מדיניים) הוא השתלטות של קבוצה אתנית או מדינה אחת על אחרת או על חלק ממנה או על שטחים בשליטתה. גם השתלטות של ארגון או של בודדים על שטחי ארץ נחשבים על פי הנסיבות ככיבוש. הכיבוש נעשה, בדרך כלל, באמצעות כוח צבאי או במהלך מלחמה, אך גם השתלטות באמצעות הפעלת לחצים פוליטיים מכונה לעתים כיבוש. כיבוש שנעשה במהלך מלחמה מכונה במשפט הבינלאומי: תפיסה לוחמתית. מצב שבו גורם מתוך המדינה (או הטריטוריה) משתלט עליה בכוח, מכונה בדרך כלל הפיכה (ולעתים, בעיקר לציון שינוי מהותי של המשטר, מהפכה).

מאז מלחמת העולם השנייה מקובל שיש לסיים מצב של כיבוש בנסיגת הכובש מהשטחים שתפס והחזרת השליטה בהם לבעליהם הקודמים. נסיגת הכובש תלויה בדרך-כלל בהסדרים שמסיימים את מצב המלחמה, אם השטח נתפס במלחמה. עד מלחמת העולם השנייה, וזמן קצר אחריה, הייתה נפוצה תופעה שבה מדינה שכבשה שטחים ממדינה אחרת מספחת אותם לשטחה, ואף זוכה להכרה בינלאומית בצעד זה. תופעה זו אינה נפוצה כיום, ובכל מקרה הכרה של הקהילה הבינלאומית בצעד כזה נדירה מאוד. שאלת מעמדם של שטחים כבושים, ובפרט מעמדם של תושבי השטחים האלה ומעמדם של שטחים שהיו כבושים גם בידי המדינה ממנה נכבשו, במקרה של סכסוך שאינו מגיע לפתרון, היא מהבעיות הסבוכות במשפט הבינלאומי כיום.
