מהומה מתרחשת כאשר קהל של אנשים נאסף ומבצע פשעים או מעשי אלימות; לרוב מדובר בונדליזם ופגיעה ברכוש. מהומות רבות מתחילות כהפגנות פוליטיות  או אידאולוגיות בעוד שישנן מהומות שהן התפרעות על רקע מצב כלכלי קשה. מהומות מהסוג האחרון מתבטאות בעיקר בביזה והשחתת רכוש. מהומות רבות עלולות להגיע לעימותים אלימים בין המשתתפים בהן לבין כוחות המשטרה המשתתפים בפיזורן.
